Η Οικονομική και Νομισματική Ένωση (ΟΝΕ) που δημιουργήθηκε το 1999 δεν ήταν απλά μια οικονομική συμφωνία η οποία βασίστηκε στην βάση της λογικής του κόστους-οφέλους. Ήταν πάνω από όλα μια πολιτική κίνηση, μια πολιτική συμφωνία για κοινές ιδέες, κοινά οράματα, αλληλεγγύη και συνεργασία. Μια συνεργασία που αποδεδειγμένα μετά το τέλος του δευτέρου παγκοσμίου πολέμου προσέφερε πολλά περισσότερα στην Ευρώπη από ότι η προηγούμενη κατάσταση. Όμως η πρώτη δεκαετία της λειτουργίας του ευρώ και η παγκόσμια οικονομική κρίση του 2007 μας έδειξαν ξεκάθαρα πως το όλο οικοδόμημα είναι ευάλωτο και έχει δομικές, θεσμικές και διαρθρωτικές ευπάθειες. Σήμερα εξαιτίας της ελληνικής οικονομικής κρίσης φάνηκε πως αυτή η προσπάθεια ίσως να μην στηρίζεται σε τελείως ανιδιοτελή κριτήρια και πως χώρες όπως η Ελλάδα με πολλές πολιτικές και οικονομικές αδυναμίες ίσως δεν θα έπρεπε να είχαν θέση στην ζώνη του ευρώ. 1. INTRODUCTION The EU (European Union), as the most important civilian power in the world, uses its power of attraction in order to transform the European political societies. The EU’s main target is to provide and develop the political and economic conditions for prosperity, democracy, security and economic growth. The collapse of communism in 1989 created the necessity for growing and efficient political actions. However, the political and economic gap between the former communist CEEC’s (Central and Eastern European Countries) and the member states was significant. The above statement produced increasing anxieties between the member states, which affected the aid programmes and later the enlargement process directly. Είναι προφανές ότι σήμερα ζούμε όχι μέσα σε ένα μονοπολικό, ή διπολικό ή πολυπολικό παγκόσμιο σύστημα αλλά μέσα σε ένα περιβάλλον όπου, κυρίως στον χρηματοοικονομικό τομέα, υπάρχει μια μοναδική άμεση αλληλεπίδραση εντατικότατα και αλληλεξάρτηση.
